Two EN 16931 syntaxes, one reviewed invoice

UBL 2.1 and UN/CEFACT CII carry the same EN 16931 business data. Peppol BIS Billing uses UBL. ZUGFeRD and Factur-X embed CII in a PDF/A-3.

What this page does — and does not

Invoice Converter generates UBL or CII from a PDF or from-scratch review data. CII/ZUGFeRD output is produced from that reviewed payload (internally via UBL→CII). There is no public CII-XML-upload-to-UBL file converter, and we are not a Peppol access point. We do not transmit invoices to ZRE, OZG-RE, Peppol, or Chorus Pro.

FAQ

Can you convert a CII file into UBL XML?

Not as a dedicated XML-to-XML upload. Re-enter or convert the source PDF, review the data, then export UBL. The same reviewed payload can be exported as CII.

Is Peppol BIS the same as sending on Peppol?

No. Peppol BIS Billing is a UBL profile. Network delivery still needs your own Peppol access point. We generate and validate the XML.

Do you send XRechnung to ZRE or OZG-RE?

No. Download the validated file and submit it through the portal or access point your recipient requires.

Privacy and DPA

Invoice files are processed transiently. For failed review or download flows, diagnostic bundles may be kept for up to 14 days; there is no permanent invoice-content archive. Customer invoices are not used for model training. Primary infrastructure is in Frankfurt (Germany); subprocessors may process in the EU/EEA, and third countries only under SCCs.
