## Explanation

Bizkaia, Gipuzkoa, and Araba implemented TicketBAI on territory-specific schedules and with local operating rules. Covered invoices carry a TBAI identifier and QR code and are reported to the relevant foral tax authority.

TicketBAI and the common-territory VeriFactu regime apply to different territorial and tax scopes. Some record content is similar, but do not treat the rules or integrations as interchangeable.
